FLY ASH UTILIZATION
 

Ministry of Environment & Forests (Govt. of India) vide notifications dated. 14th Sept., 1999 and 27th Aug, 2003, has put the following responsibilities on Thermal Power Plants/HPGCL with regards to fly ash utilization.

i) Every coal or lignite based Thermal power Plant shall make available ash for at least 10 years from the date of publication of this notification without any payment or any other consideration for the purpose of manufacturing ash based products such as cement, concrete block, brick, panels or a combination thereof or any other material or for construction of roads, embankments, dams, dykes or for any other construction activity.

ii) The Thermal Power Plant shall phase out the dumping of fly ash on land and utilize the entire fly ash generated in the Power Plant by the end of 9th year.

iii) The Thermal Power Plant have to ensure availability of fair quantity of ash to each user including brick kilns.

At present, the total dry fly ash generation from PTPS, Panipat is about 18.25 lac tonne per annum (12) lac tonne from Unit-1 and 6.25 lac tonne from Unit-7 & 8.  The estimated dry fly ash generation from DCR TPP Yamuna Nagar is 7.5 lac tonne per annum from year 2009 onwards.

In pursuance to the MoE&F notifications dated. 14th September, 1999 and 27th Aug, 2003, HPGCL, has already tied up the utilization of fly ash with the following cement manufacturers on long term basis:

In addition, M/s. Capital Business System ltd. is setting up fly ash based brick plant at PTPS, Panipat and shall be using 0.80 lac tonne/annum fly ash.

 It was decided to invite offers against NIT dated. 05.06.06 for long term fly ash utilization as under:

i)

Unit-1 & 2, PTPS, Panipat

3.00 lac MT fly ash per annum by setting up fly ash evacuation system, carrying out O&M and paying administrative charges per MT to HPGCL.

ii)

Unit- 7 & 8, PTPS, Panipat.

1 to 2.5 Lac MT fly ash per annu7m by carrying out O&M of existing fly ash evacuation system and paying administrative charges per MT to HPGCL for the installed system.

iii)

Unit-1, DCR TPP, Yamuna Nagar,

3.75 Lac MT fly ash per annum by carrying out O&M of existing fly ash evacuation system and paying administrative charges per MT to HPGCL for the installed system.

iv)

Unit-1, DCR TPP, Yamuna Nagar,

3.75 Lac MT fly ash per annum by carrying out O&M of existing fly ash evacuation system and paying administrative charges per MT to HPGCL for the installed system.

It was further decided to persuade the parties who are utilizing fly ash from PTPS, Panipat against previous MoUs for paying administrative charges to recover the cost of evacuation system installed by HPGCL and proportionately sharing the O&M expenditure.

   In response to the above press notice, the following 7 nos. firms have submitted their offer:

i)                    M/s. Birla Corporation Ltd.

ii)                   M/s. Shree Cement Ltd.

iii)                 M/s. ACC Ltd.

iv)                 M/s. J.K. Cement Ltd.

v)                  M/s. J.P. Associates Ltd.

vi)                 M/s. Grasim Industries Ltd.

vii)               M/s. Gujarat Ambuja Cement ltd.

Further action regarding allocation of fly ash against above offer for balance fly ash/pond ash available is under consideration with BoD.
