Haryana Government, Power Department, Notification No.1/6/2005-1 Power dated 9th
June,2005 and in exercise of powers conferred under section 131 of the Electricity
Act 2003 and to implement provisions of section 31(2),29(1), and 41 of the Electricity
Act 2003, which prohibit the State Transmission Utility and the State Load Dispatch
Centre from engaging in the business of trading, the Government of Haryana transferred
the rights relating to procurement and bulk supply of electricity or Trading of
Electricity from Haryana Vidyut Parsaran Nigam Limited("HVPNL") to Haryana Power
Generation Corporation Limited ("Transferee Company"), with effect from 10th June,
2005. |
• | Since
then HPGCL filed two ARRs with HERC i.e. for the FY 2006-07 and for the FY 2007-08.
For the year 2007-08, HERC has allowed a trading margin of 2 paisa per unit for
the gross purchase of 26372 MU of energy at power purchase cost of Rs. 59977 million
plus other expenditure determined at Rs. 537.65. Net sale rate has been determined
as Rs. 2.40 per unit. |

Government of Haryana, Power Department, Notification no. 1/1/2008- 1 Power dated
11.04.2008 the power procurement business has been transferred to DISCOMS (UHBVNL
& DHBVNL) in 50:50 ratio except Case 1 & Case 2 projects under competitive bidding.
Procurement of 2000 MW power under Case 1 and 1320 MW from Case 2 Jhajjar Thermal
Power Station. The progress of Case 1 & Case 2 projects is as under: - |

Procurement of Power through tariff based competitive bidding under Case I |
• | Haryana
Power Generation Corporation Ltd. (HPGCL) invited tariff based competitive bids
for the procurement of power upto 2000 MW from projects to be set up at non-specified
locations / fuel under Case 1,as per the guidelines issued by the Ministry of
Power, Govt. of India. |

Request for Qualification issued to the bidders on 30.05.2006. |
• | Evaluation
Committee on 30.10.2006 approved 14 bidders to qualify RFQ |
• | RFP/
PPA documents issued to the bidders on 04.06.2007. |
• | Approval
of HERC to the bid documents was received on 19.10.2007. |

Non-Financial bid were opened on 26.11.2007. |
• |
Financial bid were opened on 05.12.2007. The bids are under further consideration. |
| The
power from Case 1 Bidding is not expected before June 2011, whereas major chunk
will be received during Feb, March 2012 to August, September 2012. |

Procurement of Power through tariff based competitive bidding under Case 2 - Setting
up of 1320 MW Coal based Plant in Distt. Jhajjar |
• | HPGCL
invited competitive bids on dated 30.05.2006 for setting up of 1320 MW coal based
project in Distt. Jhajjar, through IPPs as per the guidelines issued by the Ministry
of Power, Govt. of India for Case-2 projects. Earlier it was envisaged that the
Govt. of Haryana would ensure the availability of land and water for this project.
Only 5 nos. bidders submitted their bids on 30.10.2006 and they were qualified
at RFQ stage. |
• | Subsequently,
in the meeting of Secy Power/ GoI on 20.12.06, assurance was given for allocationof
Coal for the Jhajjar Case 2 Project. On aforesaid assurance from Ministry of Power
for coal allocation, RFQ documents were revised and notification re-issued on
09.02.07. On 12.03.07 RFQ bids of additional 14 bidders were opened. Thereby there
were total of 19 bids at RFQ stage. Evaluation Committee under the chairmanship
of the Chief Secretary/ GoH on 22.05.07 approved qualification of 11 Nos. bidders
qualifying the RFQ stage. Draft RFQ/ PPA documents were issued to the bidders
on 10.07.07. |
• | Meanwhile
MoP/ GoI issued amendments in the Standard Bidding Guidelines and revised Standard
Bidding Documents i.e. RFP and PPA on 27.09.2007. A petition to this effect was
accordingly filed in HERC on 16.11.2007. HERC approved the RFP/PPA documents on
20.12.2007. Accordingly final RFP/PPA documents were issued on 24.12.2007. On
the scheduled date of bid submission i.e. 10.03.08, the Non-Financial and Financial
bids were submitted by the following 3 Nos. bidders out of aforesaid 11 No. bidders:
- i. M/s CLP Power India Pvt. Ltd. ii. M/s Lanco Infratech Ltd. iii. M/s Torrent
Power Ltd. The Non-Financial bids submitted by the aforesaid 3 bidders were opened
on 10.03.08 and Financial bids opened on 17.03.08 in the presence of the Technical
Committee. Financial bids are under scrutiny. The project is likely to be commissioned
during 2010-11. |
| Setting
up a Pet Coke based Power Plant: |
• | HPGCL
is also exploring possibilities for setting up of a Pet Coke based Power Plant
of around 250 MW capacity. Expression of Interest (EoI) was invited and in response
seven nos. firms have shown their EoI for setting up this project. The EOI received
from 7 bidders are to be treated as RFQ response. The bids were evaluated and
matter filed with HERC on 30.08.07 for approval of deviation from Standard Bidding
Guidelines as per the recommendation of the Technical Committee. The observations
raised by HERC have been replied on 15.04.08. |
