Purchase of power from
300 MW Amarkantak Project in Chhatisgarh and 70 MW Budhil Hydro Projects in Himachal
Pradesh Power Purchase Agreement have been signed on 21.09.06 with
M/s PTC India Ltd., New Delhi, a power trading Company, for getting 70 MW Power
from Budhil Hydro Electric Project and 300 MW Power from Amarkantak coal based
Thermal Power Station, the projects being developed by Lanco Group. Power from
these projects is expected to be received during April, 2009 and Sept., 2009 respectively.
The State Regulator has also given in principle approval to the purchase of power
from these projects. The PPA for Budhil HEP has also been approved by HERC on
7.06.07.HERC has not approved the tariff for 300 MW Amarkantek project in the
instant form. HPGCL has filed a review petition during Nov, 2007. ii.
Purchase of power from other projects being developed in the power sector through
M/s PTC India Ltd. Long
Term Power Purchase Agreements have been signed with M/s PTC India Ltd. for purchase
of 200 MW power from 1000 MW Karcham Wangtoo Hydro Project in Himachal Pradesh,
200 MW from Teesta Stage-III Hydro Project in Sikkim. Both these agreements have
been approved by HERC. Memorandum of Understandings have also been signed in Jan.,
2006 for purchase of 150 MW from West Seti Hydro Project in Nepal and 200 MW from
ONGC gas based project in Tripura. Power from these projects is expected during
the period 2009-2012.The validity of the MoUs has been extended by one more year
in Jan, 2007. Another MoU has been signed with PTC for purchase of 100 MW Power
from Malwa Thermal power project being set up by MP Genco. iii.
Procurement of Power through tariff based competitive bidding under Case 2- setting
up of 1320 MW Coal based Plant in Distt. Jhajjar HPGCL invited competitive
bids on dated 30.05.2006 for setting up of 1320 MW coal based project in Distt.
Jhajjar, through IPPs as per the guidelines issued by the Ministry of Power, Govt.
of India for Case-2 projects. Earlier it was envisaged that the Govt. of Haryana
would ensure the availability of land and water for this project. Only 5 nos.
bidders submitted their bids on 30.10.2006 and they were qualified at RFQ stage.
Later on, in the meeting of Secy Power/ GoI on 20.12.06, assurance was given for
allocationof Coal for the Jhajjar Case 2 Project. On aforesaid assurance from
Ministry of Power for coal allocation, RFQ documents were revised and notification
re-issued on 09.02.07. On 12.03.07 RFQ bids of additional 14 bidders were opened.
Thereby there were total of 19 bids at RFQ stage. Evaluation Committee under the
chairmanship of the Chief Secretary/ GoH on 22.05.07 approved qualification of
11 Nos. bidders qualifying the RFQ stage. Draft RFQ/ PPA documents were issued
to the bidders on 10.07.07. Meanwhile MoP/ GoI issued amendments in the Standard
Bidding Guidelines and revised Standard Bidding Documents i.e. RFP and PPA on
27.09.2007. A petition to this effect was accordingly filed in HERC on 16.11.2007.
HERC approved the RFP/PPA documents on 20.12.2007. Accordingly final RFP/PPA documents
were issued on 24.12.2007. On the scheduled date of bid submission i.e. 10.03.08,
the Non-Financial and Financial bids were submitted by the following 3 Nos. bidders
out of aforesaid 11 No. bidders: - i. M/s CLP Power India Pvt. Ltd. ii. M/s Lanco
Infratech Ltd. iii. M/s Torrent Power Ltd. The Non-Financial bids submitted by
the aforesaid 3 bidders were opened on 10.03.08 and Financial bids opened on 17.03.08
in the presence of the Technical Committee. Financial bids are under scrutiny.
The project is likely to be commissioned during 2010-11. iv.
Procurement of Power through tariff based competitive bidding under Case I –
upto 2000 MW; Haryana Power Generation Corporation Ltd. (HPGCL) has
invited tariff based competitive bids for the procurement of power upto 2000 MW
from projects to be set up at non-specified locations / fuel under Case 1,as per
the guidelines issued by the Ministry of Power, Govt. of India. Initially 18 nos.
bidders responded, to whom Request for Qualification (RFQ) was issued by HPGCL,
out of which 14 bidders qualified. Final Request for Proposal (RFP) documents
were issued to qualified bidders on 04.06.07. After receipt of the approval of
RFP documents from HERC, the Part-1 of financial bids were opened on 26-11-2007
when 7 bidders out of 14 no. qualified bidders submitted bids in response to RFP.
The Part-II of Financial bids of all 7 no bidders have been opened on 5-12-07.
The bids are being processed.
v. Ultra
Mega Power Projects: Govt. of India has undertaken development of
Ultra Mega Power Projects (UMPP) in the Private Sector with the installed capacity
of around 4000 MW each. Haryana has been allocated a total of 1450 MW Power from
4 UMPP (Mundra – 400 MW, Sasan – 450 MW, Orissa UMPP – 400 MW
& Jharkhand – 200 MW) on long term basis. In case of Mundra and Sasan
Projects, Letter of Intent has already been issued. Signing of RFP documents including
Power Purchase Agreement have also been done on 22.04.07 for Mundra UMPP and 7-8-07
for Sasan UMPP Power from these Projects is expected to be received after 5 to
6 years. vi. Pet Coke based Power Plant: The Government
is also exploring possibilities for setting up of a Pet Coke based Power Plant
of around 250 MW capacity. Expression of Interest (EoI) was invited and in response
seven nos. firms have shown their EoI for setting up this project. The offers
are being evaluated by our consultants M/s ICRA. The Technical committee headed
by Director/Generation and comprising of Members from HVPNL, UHBVNL, DHBVNL, CEA
& PFC in its meeting held on 8.05.07 decided to put up the matter to HERC. |
